This study aims to analyze the effect of maritime industry link and match and strategic policy on employee performance and to examine the role of work culture as a moderating variable among employees of the PIP Semarang and Poltekpel Sumbar. This research employed a quantitative approach with an explanatory research design. The population consisted of 521 employees, with a pilot test sample of 53 respondents and a research sample of 468 respondents selected through total sampling. Data were collected using an online questionnaire via Google Form and analyzed using SEM-PLS with SmartPLS 3. The results show that maritime industry link and match and strategic policy contribute to employee performance, while work culture does not significantly moderate the effect of maritime industry link and match or strategic policy on employee performance. These findings indicate that policy clarity and the alignment with maritime industry needs are more dominant in explaining employee performance than work culture as a strengthening factor.
