Implementasi Kebijakan Literasi Budaya dalam Meningkatkan Minat Belajar Siswa di SMA Negeri 3 Binjai

This study aims to examine and describe the implementation of a cultural literacy policy in enhancing students’ learning interest at SMA Negeri 3 Binjai. Cultural literacy represents a strategic effort by schools to develop students’ character, broaden their knowledge, and foster learning interest through reading activities, understanding local cultural values, and the systematic integration of literacy practices into the school environment. This policy is aligned with the School Literacy Movement (Gerakan Literasi Sekolah/GLS), which promotes literacy as an integral component of the learning culture in educational settings. This study employed a qualitative approach with a descriptive design to explore and analyze the implementation of the cultural literacy policy in depth. Data were collected through observations, semi-structured interviews, and document analysis. Participants were selected using purposive sampling based on their involvement in implementing the cultural literacy program at the school. The findings indicate that the cultural literacy policy at SMA Negeri 3 Binjai has been implemented relatively well and has contributed positively to students’ learning interest. The policy is implemented through various activities, including pre-learning reading sessions, the provision of reading corners in each classroom, and the integration of local cultural values into school activities. These programs have encouraged students’ reading engagement, curiosity, and appreciation of local culture, which in turn have contributed to increased learning interest. Supporting factors include teachers’ commitment and active involvement in guiding and motivating students, as well as the availability of adequate facilities to support literacy activities.
